    InFirst FCU has spent the last 89 years dedicated to fulfilling the financial dreams of our members – just like you! As you can imagine, the world looks very different than it did in 1935, but your credit union has remained strong. With nearly 15,000 members and over $218 million in assets, we are well-positioned to help you!

    Our field of membership includes:

    • Members of the InFirst Responders Foundation, Inc.
    • Many active and all retired federal employees.
    • Select Employee Groups (SEGs).
    • Anyone who lives, works, worships or attends school in most of Botetourt, King George, Roanoke, Salem, and Vinton, VA.
    • Any immediate family members of an existing member.

  • InFirst Responders Foundation 

    InFirst Responders Foundation, Inc. is a non-profit organization that exists to support our first responders and affiliated organizations with grants for equipment, training, resources, causes and operational support.


    At InFirst Federal Credit Union, we have a social mission, and credit union community service is as important as anything else we do in business. Our structure and purpose as a not-for-profit financial cooperative means we exist to help our members manage and improve their financial lives. As a credit union, community involvement is a core value of InFirst FCU. We work collaboratively with members, sponsor groups, and the surrounding community through support and volunteer participation. This is the very meaning of the credit union philosophy and difference of “people helping people.”

    Becoming a member of the (IRF) is easy. A tax-deductible donation of $20 or more makes you a member of the InFirst Responders Foundation—and helps us make a difference in the lives of so many. It's also one of the many ways that you may be eligible for membership with InFirst Federal Credit Union.

  • Board of Directors 

    Chair, Alan D. Rothenberg
    Mr. Rothenberg is an Attorney in private practice in Rockville, MD. He has served as the past Chair of the Board of Directors and as a member of the Board of Directors since 1983. Prior to his election to the Board, he served as Chair of the Supervisory Committee. He also served as Vice President and a member of the Board of Directors of Interstate Commerce Commission FCU before its merger with InFirst Federal Credit Union.

    Vice Chair, Arthur D. Scrutchins
    Mr. Scrutchins is a career civil servant with Federal Communications Commission (FCC) and has served on the Board of Directors of InFirst Federal Credit Union since 2011. He is a member of the National Treasury and Employee Union (NTEU) and has served as a steward for NTEU. Mr. Scrutchins earned his Bachelor's degree from Cornell University in 1974, and his J.D. from Temple Law School in 1979. He has worked with the local Washington area Cornell Club, chaperoning students for over 10 years who are interested in visiting Cornell. Mr. Scrutchins previously served on the marketing committee for the Boys and Girls Club of Greater Washington. His legal education, work experience, and volunteer leadership roles reflect his desire to serve the community.

    Secretary, Lynn C. Ross, Ph.D.
    Ms. Ross has served as a Board member since 1995, as a Supervisory Committee member from 1989-1995, and as a member of the Credit Union since she started her federal career in 1987. She served as Assistant Treasurer of the Board for three years and Secretary for eight years. Ms. Ross worked at OPM for seven years, as a Personnel Management Specialist, and as a Budget Officer for the Personnel Systems Oversight Group. From 1995 until 2001, she was a Program Examiner with the Office of Management and Budget. Ms. Ross earned her doctorate at Georgetown University in 2005, where she currently works as a professor and faculty director

    Treasurer, George Spindell
    Mr. Spindell has been a lnFirst FCU member for more than 15 years. He worked for MissionSquare Retirement, formerly known as ICMA, is a retirement plan provider to state, county, and municipal governments. His focus was on strategic planning and implementation as well as driving innovation in defined contribution plans and lifetime income products and services. The products and services for which he had been responsible are aimed at helping people retire comfortably and with dignity. His entire career in the financial services industry has specifically been with non-profit organizations.

    Assistant Treasurer, Nega Teshome
    Mr. Teshome currently works for Pension Benefit Guaranty Corporation (PBGC), a federal government agency, as a supervisory auditor. He worked for more than 25 years as a controller, financial manager, and transaction advisor in public accounting firms before his current position. He is an adjunct Associate Professor at the University of Maryland Global Campus. Mr. Teshome has been active in a small startup corporation in the Washington metropolitan company (PurposeBlack Inc.) as a member of the Board of Directors

    Director, Bette D. Cabot
    Ms. Cabot is retired from the federal service after 29 years. She worked for the FAA and the Navy as a Contract Specialist/Contracting Officer/Contract Negotiator. She has been active on several boards of directors and has specific experience in the operations of a federal credit union. She was a member of the Credit Committee and an active contributor to the board meetings of the FAA Eastern Region FCU for 13 years. She also served as Vice President on the Co-op Board at her residence. Ms. Cabot is an active member of InFirst Federal Credit Union.

    Director, Audrey L. Duchesne
    Mrs. Duchesne currently works for the Federal Deposit Insurance Corporation (FDIC) as a senior accountant. Previously, she worked for the Office of Management and Budget and the U.S. Department of the Treasury in similar roles. Earlier in her career, she was an auditor in the Offices of Inspectors General at the Office of Personnel Management and the Environmental Protection Agency, among others. She has been active on several boards and committees, including the Association of Government Accountants (AGA) Professional Certifications Board and the American Institute of Certified Public Accountants (AICPA) Government Performance and Accountability Committee. Since 2017, she has been the treasurer of the FDIC Chapter 207, National Treasury Employees Union. Mrs. Duchesne has a Bachelor of Science in Accounting from George Mason University and she is a Certified Public Accountant.
